You know, the whole clause about the state of the union, like so much else in the constitution is utterly unnecessary, and should really be scrapped.

Unfortunately, I think like with the OSPR, this is the type of thing that should not be done piecemeal.

Some times piecemeal is the only way that can actually pass though. Whilst slow, at least we passed most every OSPR amendment put before the Senate and brought numerous improvements with each one. Sometimes the appetite for debate has to be considered as well and the best way of doing something is not practical for that reason.
