This seems so exceedingly complicated and hardly enforceable. There are so many different scenarios going on here, I don't think drivers will even be able to remember all of it. For example, a driver might remember "Oh, I can do a rolling stop here because I did it before and it's legal at night" but since it's 5:01 AM, they get a ticket.

It all just seems exceedingly complex and I feel like it might confuse drivers and potentially law enforcement who might pull someone over on a highway for doing 80 in a 70mph zone, but then he might have to remember, "Oh, it's 1 AM!" It just seems to me like there could be a lot of potential problems going here.

I feel like some interstate highways may be unsuitable for 80mph speeds. Do we know that all the interstate highways in Northeast can safely handle those speeds?

I wouldn't go 80mph on Rt. 51, I'll tell you that right now. For some reason, people are hyper aggressive on that highway.

This is just for areas that are rural or suburban - even in the wee hours of the morning, there's probably too much traffic on the roads in some cities to accommodate for this. I'm sure we can all agree that there are lots of stop signs that would function better as Yield signs during most parts of the day. I don't mean to sound dismissive here but I don't think there'd be too much confusion - as it is, cops have much better things to do than ticket for rolling stops.

Traffic laws that vary based on the time of day aren't something new - there's a four-way intersection a few minutes away from my house that prohibits left-turns (out of a given entrance) from 4PM to 6PM. I've seen people pulled over for it before. Also, as I recall, Massachusetts law requires drivers to turn on their lights after 5:30 PM regardless of the level of sunlight (something I admittedly don't abide by.) So, I don't see how requiring this for something as frivolous as a rolling stop should be too difficult.

At the very worst, we could always install change depending on the time of day with regards to speed limits on the highway. Greg Beato has an excellent article on Reason on the matter.

Brand new idea and probably too complicated for wanna-be legislators like ourselves, but Google Maps is capable of calculating ETA's based on traffic conditions - I don't think that'd be impossible for us to incorporate.

this is aimed at people returning from friday- and saturday-night parties, correct? then it should be 1-5am saturday and 1-5am sunday.
