Will the marriage protection amendment to the constitution be able to pass both the House and Senate with 2/3 majority and then go on to be ratified by 3/4 or 38 of the states' legislatures?

Not unless DOMA is struck down as unconstitutional. If that happens, the 2/3 majorities are irrelevant, because if they can't be obtained, the states will completely bypass the Congress and call a constitutional convention for the sole purpose of amending the Constitution with some form of federal marriage amendment.
