Which version of neoliberalism doesn't he know the definition of?  The domestic American political version, from when the term was used in the 70s, 80s, and 90s to describe "wine track" candidates like Gary Hart and Paul Tsongas?  Or the European definition, which is now often used in the US as well, which describes something more like laissez-faire economic policies?

When in doubt, the European definition of a term is always to be  preferred to the American.

Thus 'libertarian' becomes syndicalism or anarcho-socialism, 'nationalism' becomes culturally collectivistic conservatism (as opposed to economically populist movements like Chavismo), 'postmodernism' becomes a philosophy associated with Michel Foucault and Jean Baudrillard that questions the assumptions of contemporary society as opposed to 'witty', self-referential films by the likes of Wes Craven or the Coen Brothers, &etc.

To my mind, 'neoliberalism' is not so much laissez-faire dogmatism per se as it is faith in intergovernmental actors to regulate a world economy of two hundred little 'free' markets. The alphabet agencies of the Washington Consensus - the WTO, the IMF, the WHO, the GATT, &etc. - are the conservators of neoliberalism.
