I was think about this and made a poll. It's obvious FDR is going to win, but who knows who will be 2nd? (Obama's my guess, if not him Clinton)

That's strange, the libertarian presidents are getting the most votes other than FDR.

Do you mean "best non-veteran president?"

"Military-free president" sounds so Engrish.

FDR then Wilson. Preference to Wilson and Grover Cleveland, but I try to be objective.

Umm...does FDR's stint as Secretary of the Navy not count as "military" service?

In fact, all Presidents could be said to have served in the military by virtue of being Commander-in-Chief.

Does the Alabama National Guard seriously count as military service? (Dubya)

Also, how many presidents would be added to the list if we restricted it to participating in combat in military service?

A few of the presidents that served didn't see combat, mostly the WW2 veterans (Bush and Kennedy being the exceptions)

EDIT: Of the presidents that served, apparently 7 didn't see combat:

Thomas Jefferson
James Madison
James Monroe
James K. Polk
Millard Fillmore
Jimmy Carter
Ronald Reagan
George W. Bush

Lyndon Johnson's "combat" was of a highly debatable nature.
