This is a bill that I've discussed several times before, but for those who do not understand the objective of the bill, this policy was inspired by an anti-homelessness initiative that started in Utah several years ago.  In eight short years, the State of Utah has been able to quietly reduce homelessness by 78% and is on track to completely abolish it by 2015.

And how were they able to accomplish this?  By literally giving people homes, thereby reducing state costs of E.R. visits and jail stays, and providing each applicant with a social worker to help them become self-sufficient.  The program has shown to not only be effective, but good for the budget and good for the state's economy.  Housing, at the above article puts it, is not only human, it's economical, and I hope that the Legislature will pass this swiftly.

I am prepared to take any questions, comments, or suggestions.

I like the basic idea, but is it necessary to establish a new department for this?

I think so, unless we already have a department that could carry out this law.

Unfriendly.  Not only is that grammatically incorrect, but those terms you added would have to be defined, and I don't see why the DoHUD would provide anyone with a dirty room as opposed to a clean one...

Part of me thinks we should wait, since those territories were just incorporated.  On the other hand, I suppose it's only fair to provide housing for those areas since we're collecting additional revenue from them.  I'll ask the GM for the appropriate numbers and go from there.

Sorry, I like the general concept here, but I think this may be a bit large of a project to pull off right away. I would like to see the homeless problem helped, but I think we need to look more towards the causes and deal with those each head on.

Again, the difference between this project and the status quo is that we would spend less money on band-aids and actually address the problem.  If it worked in Utah, I don't see why it wouldn't work for this region.  I'm surprised it's the Legislature's conservatives who are opposing this historically conservative idea.

Why specific concerns were not raised during the debate period (four days, which was plenty of time) is beyond me.  But rest assured, this bill will be put back on the queue, and it will continue to be brought to the floor until we have a substantive conversation on this.

I'm against two parts of this bill. I don't like that it creates a new department, and I also disapprove of the caseworker section (I didn't notice that last one until now). I am ok with one or the other, but not both. I would probably just abstain, but right now abstaining has the same effect as voting nay.

I am fine with removing the new department section because it probably isn't integral to the bill.  Unfortunately, we now have to wait until the bill reaches the floor again for that to be changed.

     I feel like we have been going through bills a little too quickly lately. It's nice to get stuff done, but then we wind up with bills failing due to fixable errors.
