How so?   Does it not have any power or responsibilities?

I'm admittedly not familiar with the powers of Virginia's Alcoholic Beverage Control Board but on the basis of what I know about Massachusetts's equivalent it strikes me as the sort of thing that would be pretty colorlessly bureaucratic in character and not in the sort of position that could cause anything to go too disastrously wrong. Keep in mind that I said 'acceptable', not 'ideal' or 'praiseworthy', and 'relatively safe', not 'inconsequential'.
