No problem, this referendum is a confirmation by the people of an electoral reform Act, altering Senate terms. After a few years, it seemed unlikely that House of Representatives terms would end around the same time as Senate terms, and even more unlikely that elections would be held late in the year, particularly the electoral "no-go" period of Christmas-New Year.

Thus, it was decided to change the Senate terms, so they started on the 1st of July, much closer in line with the start of the House of Representatives and opening of Parliament. This also coincidentally coincides with the Australian financial year.
