Never been there so far, but I guess Madison is nicer than Milwaukee ?

And I had a letter-friend from Sheboygan during middle school, and according to the pics back then it was looking quite OK.

Yes, Madison is much nicer than Milwaukee.

But if you are a liberal who likes rural areas instead of urban areas, I suggest the Southwest.
