Conscription will be banned completely, whereas presently it is allowed but only with the wide agreement of the Senate to its use.

With time having expired and two thirds of the SEante having not voted in the affirmative, The Constitutional Amendment has been rejected.

That doesn't really make sense though, considering the military is hardly a regional issue.
