there was a popularization of what I call the "faux-tough guy" voice that I would say was originated by Scott Weiland? Here's another example:

I think Eddie Vedder and Pearl Jam are more to blame for that. What blows my mind is how people were still aping it into the 2000s, see Creed for example.

They make fun of this in Parks and Recreation with one of the main character's band.

Not just the first half of the 90s. People were really into reminding themselves how tough they were. Grunge, obviously, was a part of that, but you saw it in other places as well. Take a look at the Brady Bunch Movie, which was all about putting the iconic family in the gritty world of the 1990s America. Pleasantville also played with this theme, though there, at least, there was a recognition that the contrasting 1950s sitcom world wasn't so ideal after all.  Body piercings were the cool new thing in the 1990s too, so you could show the world how tough you were.

Anything that cites a clip from my favourite movie is a freedom argument.

Also, I would agree with reject and say that Pearl Jam is more "to blame" for it.

this is a real thing yes.  the degeneration of grunge into post-grunge.  I'd argue it's a half-sensitive half-tough faux guy voice.

Ugh.  Why do you have to remind me of why I despise the 1990s pop culture so much?

I get nostalgic for the 90s sometimes... but not in the "i wish they'd come back" sense.... rather in the "I'm glad they happened and there were many good things about them but we're in a different world now and oh God I just really hope we don't revive the 90s like we did with the 40s/50s in the 80s and the 60s/70s in the 90s and the 80s more recently..." sense.

actually it really wasn't. most of the grunge acts were feminists and 'queer' sympathizing misfits. alice in chains got their name for dressing in drag. shannon hoop (already a girly name) had a similar gimmick at his shows. kurt cobain said he wished he was gay/bi so he could piss off homophobes, got bullied around by his ex-wife and hated the 'macho redneck' fans of his band enough to write stuff like in bloom, etc. actually come to think of it an all girl grunge band like L7 was probably more (intentionally) 'macho' acting than a lot of their male contemporaries.

What you are describing is actually overly earnest singing usually by artists with limited vocal range.

Now here's some 90's (faux) tough guy music

As a fake tough guy from 90s (I'm too "tough" to use words like "faux"), I take offense to all this.

The guys they jacked their sound from when hair metal fell by the wayside, Exhorder, is awesomer. Probably the strangest and most brutal ode to Edgar Allen Poe ever written.
