I believe this should read "Section III", because otherwise it's changing an article related to the Archduke.

My bad, I got confused while typing the five-six amendments. Well, while I understand the good nature and the purpose of the current article, one of my other proposals involved eliminating the research facility, hence the change. The folklore part was removed because I don't think it has a clear place in the Constitution (it could be something that the Governor could do without being actually mandate by law to do so).
