This bill encourages and develops the linguistic diversity we already have by giving schools the resources they need to teach foreign languages at an early age.  Even though we already teach languages in high school and a bit in middle school, the best time to learn a language is when children a young.  If children are exposed to many languages at an early ages like they are in many European countries, they grow up to be multi-lingual.  As we get older, it gets harder to learn languages, so in a way, passing this bill will help ensure the money we already spend on foreign language education will actually work.

OFFICIAL ESTIMATE

The total annual cost of Section 1 will be $5.8 billion dollars. The region can expect to pay $3.2 billion to schools under Sections 2-5.

EDIT: Specified that cost is annual.

Just to clarify - $3.2B is what the region would pay in addition to what it is already paying if this bill was enacted, correct?

This is just too big of a price tag for me to be comfortable with.  We've already depleted our surplus enough for now, I think.  Without some type of funding mechanism, I'll be opposing this.
