So I'm no Michael Bloomberg. The most important part of this act to note that it is voluntary.

First all here is what happens:

The Department of Agriculture sets up standards for food in the Northeast.

Those who comply with the standards, after being properly checked to make sure they confirm, will recieve a tax credit. I wanted it to be a corporate tax credit but we don't have a corporate tax.

So, instead employees and employers will receive a 1% income tax reduction if the company they work for complies with the standards. In addition, landlords have the same benefit for renting to companies that comply with regional standards.

I like the idea -- two minor suggestions:
1. you should clarify in 3.1 that these are nutritional standards and not food-safety standards, and
2. you should clarify whether the tax break goes to places selling exclusively compliant foods or above a certain percentage compliant foods.
