Which Presidential pardon do you consider the most amoral and/or problematic?

I expect a lot a people will say Ford pardoning Nixon, but Clinton's pardoning of Marc Rich in the last minute before leaving office was the worst I can think of.

Rich was a traitor (traded with Iran under the hostage crisis), a major league tax evader and on top of that a general HP who made his money exploiting poor countries using every dirty trick in the book in his business deals. Basically bribed his way to the pardon by donating money to the Dems and favourite causes of influential Israelis.

William Calley is by far the worst, Jimmy Hoffa was rather bad too.

Interesting note: Libby was once the legal representative of Marc Rich, mentioned by the OP.

Ford/Nixon was probably one of the best pardons, since it was the first step to putting Watergate behind us and healing the nation's wounds.  While I certainly don't think the president is above the law, the consequences of not pardoning Nixon would have been much more damaging to America.
As for the worst pardon, I would probably say Clinton's pardon of Mark Rich, or maybe Jimmy Hoffa.

I would mention Carter commuting the prison sentence of Oscar Collazo (one of the Puerto Rican Nationalists who attempted to assassinate President Truman), except that wasn't a pardon, and I don't think it was that bad that Carter did it.

Scooter Libby was not pardoned. He got his sentence commuted. Facts are tricky.

Nixon, simply because he was a former President, Rich and others are bad people but their "status" doesn't rank near as high.
