Is the intention of this amendment to count final votes or amendment and final votes?

Both. I was of the opinion that the phrase "Assembly votes" would cover both amendment and final votes but if it isn't clear enough we can specify it.

In that case, 4 consecutive votes seems a bit low for me.

We don't hold votes in the Assembly extremely frequently so it takes quite a lot to miss four consecutive votes (according to your own figures we have only had two votes during the first two weeks of this session). Thus, I think that setting the limit at four votes can be justified. However, if five or more consecutive votes make you and other members of the Assembly more likely to vote for the amendment I'm fine with raising that number.

I guess I'm OK with 4 votes.  Does anyone else have any other thoughts?

I can imagine that 4 votes happening over a single weekend.  I'd be surprised if that's never happened before.  I don't think missing that amount of time is cause for throwing a duly elected representative out of the assembly.

I agree with Shua what 4 votes seems like a small number.

Would you all be more inclined to support an amendment which only counts final votes? In this case, four votes might be a sensible solution.

In my case I'm still opposed. I think this issue should be handled by the recall process.

I'd be open to whatever number we agree on.  However, I can see how four consecutive votes might happen pretty quickly, so I would be open to amending it.

I offer an amendment (I need an Assemblyman to introduce it for me, though):

I guess this makes the "Inactivity Amendment" quite lenient.

The primary reason why I favor such an amendment over the already existing recall process is that it works much faster in a situation where an Assemblymember disappears without a trace (this happened in the Northeast a couple of times and could also happen in our region). Therefore, I would argue that this amendment strengthens this body because it helps to prevent that the Assembly only consists of four or, in extreme cases, even fewer active members over an extended period of time.

It's your own bill.  You don't need a sponsor for the amendment.

OK, I think we're ready for a final vote.  Members will vote AYE, NAY, or ABSTAIN.  This will be a 48-hour vote.

Voting is now closed.  The AYEs are 2, and the NAYs are 1, with 2 not voting.  The AYEs have it, and the bill has passed.  The amendment will now go before the people for ratification.
