Yes, sorry about the grammatical things, I've been sick lately, but you still haven't addressed what would happen if the 10% didn't cover the costs, and the advantages of this over just a tax on lotteries and/or other gambling.

There are no other lotteries in the Northeast. You'd have to ask Scott about gambling in general.

So, to further bury the supporters of this bill under a pile of studies they won't consider, there's evidence that supports the idea that not only do lotteries target low income, uneducated men and redistribute wealth to places with already superior education systems, they also have a long history of corruption. This cannot be passed, especially without any answers about the people this negatively affects.

Why don't you offer an amendment that would ban the lottery from targeting anything smaller than [X] political division so no one is "targeted"

Because I oppose the entire concept and have not heard anything that would lead me to support this bill in any form. That's also neither the way it works with addiction nor the economic effects of a new system of government revenue. Both of which have yet to be addressed.
