I guess Obama has decided that the only thing that will end the current gridlock on the sequester and other fiscal issues is the 2014 elections.  Rice may be a fine choice, but I doubt she is so much better than the alternatives as to be worth aggravating the GOP by appointing her to a higher position than she currently holds.

Susan Rice is the single worst high-profile foreign policy voice in the entire Obama Administration.

I guess Obama has decided that the only thing that will end the current gridlock on the sequester and other fiscal issues is the 2014 elections.

I rather doubt the 2014 elections will do that, since it seems unlikely control of either chamber will shift. I don't know what'll cause that gridlock to end, but I tend to think could happen only after the current crop of congressional leaders (Boehner/Reid) leave office.

The NSA doesn't need to be Senate-confirmed, right?

Nope.  It's purely an advisory role in the White House.

Here's my impression of Senate Republicans talking about Susan Rice: Benghazi Benghazi Benghazi Benghazi Iraq? No that was justified Benghazi Benghazi Benghazi Benghazi.
