Why are we reducing School aid expenditures when we're not even sure about the costs associated with the Bi-Lingual and Governors School legislation?  Obviously we all agree that 25% and 10% respectively are far too high of an estimate, but we do need some sore of cost assurance here.. I can't see spending 35% on these two bills AND reducing the funding for School aid..

We need to adjust these percentages to a more realistic number.  Hopefully, a number we might be able to get from the GM.... Tongue

Seeing as shua clearly doesn't want/ can't do all the regional jazz, would it be illegal for us to appoint out own gm just for regional bills, with shua being able to override them or something. It would also make sense for in exceptional circumstances like this one to allow debate to go on for more than 5 days.

About the cuts, as I've already said the governors school only has 1200 students and will only run for 6 weeks, that should really cost peanuts (maybe ten million), while the bi lingual bill is slightly more complex. So I really can't see a 35% cut happening, but I do wonder what "School aid" actually entail, is it supplementary stuff like new school buildings or is it the bare bones of salaries heating etc. Similarly but even more so, what does Economic Development actually entail, the phrasing could literally mean anything.

Overall I think we might have to consider raising taxes, unless it really does turn out that these big hitting departments like economic development have been taking lots of money then blowing it all, especially keeping in mind that even keeping expenditure equal is effectively a cut due to inflation.

Roll Eyes Why did I know people would only start to raise their objections after the actual cuts were proposed?

Here's another amendment.  If the GM doesn't want to do his job, then I suppose we're left to make shot-in-the-dark estimates.

He has no actual power though, as far as a "real" estimate.  Even if we don't have enough time for this budget, we should recommend Speed of Sound, or shua gives us an estimate..  This has always been a problem outside of the election purpose of this simulation.  Actual fiscal projections and estimates..
