Seems like too low a spread. I wondered why they had Noem up only a couple. My guess is both are overly Dem friendly by at least a few points.

No farm bill. The 112th "Tea Party" Congress could not come up with a farm bill. Farmers still have much influence in South Dakota and hedge on politics.

I've heard a theory that the recent oil boom in ND has made it more conservative due to the influx of oil workers from Texas, Oklahoma, etc.  Although the closeness of the Berg/Heitkamp Senate race seems like it might argue against that.

Not really, Berg is just a bad candidate(especially for eastern ND). He rode Hoeven's coattails into the House and he'll probably ride Romney's into the Senate.
