They're not using propaganda in the derogatory sense.  They're using it in the positive sense in a way that most countries gave up on sixty years ago.

I'll poke around on the site tomorrow, but I wonder if they left in the FAQ?  My all time favorite question&answer was "Q.  Can I come to teach in North Korea?  A.  No."

Having a chance to really look at it, I have to hand it to the DPRK.  It's actually a pretty well done website.  Easy to navigate and more substantive than most American political websites.
