Eric Dondero is being ridiculous again, although it sort of is half-true.  Paul did briefly have an exploratory committee and was planning to run in the GOP primaries (not as an independent), but dropped out when Buchanan announced his campaign.  He never actually started campaigning in earnest, it was only for a few weeks.

I rely on it quite a bit actually. It's just they didn't mention the details of this.
