This Amendment is spectacularly pointless. It bans conscription.. unless regions need to do it. What?

I thought the original premise of the bill was to ban slavery. Then it changed into banning a draft and then we added a provision that we could do it if we had a national emergency which is usually when you institute a draft anyway.

Because of that, I will vote nay.

all right I am confused, I voted no because I was voting against the amendment.  Regional conscription does not make any tactical or military sense.  I believe that this bill is unworkable and hurts national security.  Thus, I do not support the amendment and want my vote to be that.
