Good news.  Cut backs are fine and needed.  Fewer troops in Europe is good (I'd prefer fewer still).  We don't need to be able to fight two ground wars at once.  If it comes up in the future, we can ramp back up if need be.  It's not like we can't keep a boot on the throat of nearly any theat with out ground troops while we finish up the first "job".  Moving closer to India is good.  Letting the PRC know we see what they are up to is a good thing.

I watched an interview on PBS with Panetta about this.  He seemed less than enthused, even concerned about the implications of the new policy - but that they had to do it for budgetary reasons. If there is a strategic reason for the reductions he didn't do a good job of explaining it.  I couldn't figure out if this was a response to the automatic sequestering of funds or if this is in addition to that possibility.
