You're drunk. As the article notes,there are already surcharges for Part B premiums (and Part D which the article doesn't mention) for those that report more than $85K in adjusted gross income (about 4% of recipients according to the Medicare website) The Senate plan mentioned in the article would have added another bracket at the $750,000 level, but that is at most a cosmetic figleaf given how little it would bring in.
I can't see them putting a surcharge on Part A, and lowering the threshold for the Part B and D surcharges to something lower than the current $85,000 is an obvious non-starter.
