I'd be very interested to know how gas prices are constructed worldwide. The following was broadcast on the BBC this evening and is sourced from www.woodmacresearch.com

Average price of a UK litre of unleaded gas: 134.1p
Cost of oil: 45.2p (33.7%)
Retailer Margin and Refining: 8.6p (6.4%)
Fuel Duty and VAT: 80.4p (60.0%)

When posting the average price of your countries's gas price, could you post in local currency and local graduations (i.e in the US dollars per US gallon and in Europe Euros per litre) but standard the elements that make up the cost as a percentage of the total.

Gas is mostly the (1)cost of oil + (2)cost of delivery to the refinery + (3)cost of refining/cost of special regulated blend + (4)cost of delivery to country + (5)cost of delivery to location + (6)taxes = gas price.

As you can clearly see in your post most of the difference between countries is a difference in (6) taxes.

I never notice about the price - the only thing I know is we still have a wonderful thing in Thailand called Benzine (yes, that's Real Gasoline).  Gasahol is being pushed here, the garbage, but thankfully the Thai government hasn't been bastard enough to mandate it as in the Bad Place.

Gazahol is the worst boondoggle since Neo-liberalism.
