This is one thing that I found surprising for a few reasons:

1. He isn't overly liberal compared to other democrat senators
2. He has been in office for over 30 years and had the constituents found a reason to get rid of him, wouldn't they already have voted him out?
3. He hasn't done anything controversial except for maybe that rant against Roger Wicker.

He was foisted into the spotlight during the health care reform debate and has been paying the consequences for being a Democrat in Montana ever since.

This.

Tester laid low during the healthcare debate, so his approval numbers didn't take much of a hit. Baucus was the ringleader.
