No, absolutely not, not after Lehman Brothers. One thing at a time. And the shape of his program when appropriate to broach, would be considerably different than Obama's, and use golden handcuffs rather than whips and chains (well as it turns out, wet noodles and rubber bands), to incentivize folks to get health insurance, and rely on inter-insurance company competition. And presumably he would have gotten better legal advice than Obama got - or at least listened to - since the wet noodle mandate is more likely than not going down, and taking the whole Act down with it.

And I hope Mittens would be creative and bold enough, to start a national discussion about converting Medicare over time into an HMO system. No other approach is workable.
