My impression is that Romney doesn't really want the campaign to start yet.  He would have preferred to wait longer before entering the race and participating in debates, but he kind of has to do that, because he doesn't want to be accused of ducking the campaign.  His ideal campaign would involve spending all his time raising money, so he can overwhelm his opponents with TV ads.

Knowing Romney, he's probably got full 12-hour days of doing nothing but sitting on the phone and dialing for dollars. Given that it's only August 2011, it's probably the best use of his time right now.
