I don't see how waiting is going to help a run...He's not being drafted by the people, and he's not highly anticipated to enter like Romney or something.

I think Giuliani's reasoning is likely that if someone like Palin is the frontrunner and there is no clear moderate challenger he could be that challenger. I think that analysis is correct, but unfortunately for him, that's an extremely unlikely scenario.

If he runs, he'll do even worse than last time. He's even more irrelevant, foreign affairs will be even less of an issue, and 9/11 will be even more distant in the public's mind.

If Palin somehow emerges as the front-runner, wouldn't the more likely antidote not necessarily be anyone particularly moderate, but just a conservative who's more widely palatable -- a la Romney (assuming health care doesn't sink him) or Pawlenty?

Romney a conservative? That's like saying Michele Bachmann is a progressive. Seriously, Palin would probably compete with Romney and Gingrich. Gingrich is more dangerous because he can take the fiscal hawks who will go with Romney plus some of her base.

And by "moderate" he means "eventual loser of the Iowa and South Carolina primaries" 

He can be the most moderate pro-choice, pro-gay, pro-immigration, pro-gun control hippie tree-hugger, but he will never ever win the nomination for the GOP.

     Without even touching on whether or not Romney is actually conservative, I' venture to say that he's more conservative than Giuliani.
