Well, sort of, if by "Symbolic" you mean "Representative of Capitol Hill Corruption".

Conservatives hate them not because they're a big part of the budget (they're not), but because they're used basically to buy votes for incumbent congressmen.  It's far more of an ethics issue than a spending one.

Earmarks are the best thing in Washington. It's the only part of the budget that's spent effectively. Each Congressman puts such stake into each earmark that not a penny is wasted in each ear program is enacted. And since all of them see vanity projects the representatives' names are on all the projects so people actually see their government at work. Ideally all government spending would be done this way.
