To fund a Perot-esque campaign.

What states could he carry?

You mean a person running as the Libertarian Party nominee?  He couldn't win any states.  It doesn't matter who the Libertarians nominate...they will never be competitive on the national level until they become credible on the local level.  Having unlimited funds wouldn't matter.  If Ross Perot couldn't win any states, why would a Libertarian?

Perot would have won plenty of states, if not the election, had he not dropped out.
