This is just an idea for eventual discussion Smiley

1. The legislative power of the Midwest region shall be vested in the Verkhovna Rada.
2. The Verkhovna Rada shall be composed of four members, called People’s Deputies.
3. The People’s Deputies shall be elected by and from the registered voters of Midwest.
4. Term of the Verkhovna Rada shall last two months.
5. Elections to the Assembly shall begin between 0001 Eastern Standard Time at the first Friday of first week of January, March, May, July, September and November and shall be concluded exactly one week later, with ican'tunderstandwhyitwasformerlyknownasverinandwhatthehellisverin opening, closing and certyfing results.
6. The seat of the Verkhovna Rada shall be Belle Frouche, Awe.
7. The ican'tbelieveitwasn'tformerlyknownasverin shall act as the Verkhovna Rada presiding officer. Verkhovna Rada shall also elect it’s Lord Speaker, to preside over ican'tbelieveitwasn'tformerlyknownasverin absence.
8. The Verkhovna Rada shall be entitled to adopt their own rules or code.
9. The ican'tunderstandwhyitwasformerlyknownasverinandwhatthehellisveri shall have seven days to sign or veto ordinary legislation passed by the Verkhovna Rada. After seven days, legislation which the Governor has not signed or vetoed shall be considered as Law.
10. Should The Verkhovna Rada pass and the ican'tunderstandwhyitwasformerlyknownasverinandwhatthehellisverin sign legislation and a group of 6 or more registered citizens publicly protest the measure, a regionwide referendum shall be held.
11. All ordinary legislation shall first be considered in the Verkhovna Rada.
12. Legislation shall be considered by the Verkhovna Rada upos introduction by People Deputy or a petition from ican'tunderstandwhyitwasformerlyknownasverinandwhatthehellisverin, ican'tbelieveitwasn'tformerlyknownasverin or a group of 4 or more citizens.
13. Verkhovna Rada shall pass or reject the legislations with a simple majority of the votes casted. In case of a tie, the ican'tbelieveitwasn'tformerlyknownasverin shall have a right to cast a tie-breaking vote. In case of veto, the Verkhovna Rada is free to reject it with a simple majority, but ican'tunderstandwhyitwasformerlyknownasverinandwhatthehellisverin written proposals and concerns, if voiced, shall be considered during the process.
14. In case of death, banning, resignation, removing from voting rolls or move to another region of the People’s Deputy, the ican'tunderstandwhyitwasformerlyknownasverinandwhatthehellisverin shall call a special election to fill the seat.
15. Not ordinary legislations, namely amendments to the constitution, shall voted in referendum after passing by the Verkhovna Rada.

I think we should start smaller.  Two members, with the Lt. Guv being the automatic third voting member.

I started the other thread to gauge the interest level.  So far, the idea has more opposition than interest.  I would be in favor of this, if we had three citizens saying they would run.

What does Verkhovna Rada mean, where did you get that?

Verkhovna Rada, the Supreme Council, is a name of Ukraninian Parliiament, and it souns cool and Midwest is cool.

Thanks for pointing clause 9.

This seems generally workable to me. The proposition, as it stands, calls for no more Assembly members than the Midwest has operating residents, which is good. It'll get us going until we get more population.

     True enough. The Southeastern Legislature movement failed miserably when it was first conceived, but it still succeeded in generating a great deal of interest in regional affairs.

Well, I agree with Fritz we may start with 2 plus OFKA Lt Gov and see, with at least 4 people to run.

I don't understand such an irrational opposition to creating legislative itself. Wouldn't it make game more interesting? Midwest is suffering from anemia and inactivty, this is fact, even if Vepres, as much as I may disagree with him, is pretty active OFKA Governor.

For me it would be no disaster when we in Midwest have a Assembly or something similar. I see some problems, because we will have more elected positions and with such a small population like Midwest it would e not easy to find every time enough candidates.

But maybe I'm wrong Wink. We should let the voters decide what they want. Kalwejt, Fritz and Svensson are strong advocates of a Assembly. You should make a law proposal. We can then vote what we want. This or the *hughughug * thread proposed by me . The majority may decide.

If you decide to have an elected assembly, I suggest starting small with maybe 3 members. If activity and population in the regions grows, you can always expand it later.
