If George Bush, Sr. won a second term, thus serving from 1989-1997? Do you think the ''90's'' in terms of culture/pop culture/social climate would've been different?

With the upper marginal tax rate being lower, the dot-com bubble would have been magnificent.

No, not really. Maybe it would be slightly less relaxed with Bush Sr., but all the hot trends of the 1990s (the dot-com boom/bubble, the new shows, the new optimistic philosphy, etc.) would have still occured.
