Voting in the February 2010 Southeast Initiative Referendum shall begin at 1:00am EST / 12:00am Midnight CST Friday February 19 and shall conclude at 12:59am Monday February 22 EST / 11:59pm Sunday February 21 CST. Voting shall be conducted under Southeast Voting Regulations.

Voting for Governor and Lt. Governor use Approval Voting so you can vote for as many candidates as you like (including write-ins). The order the candidates are listed in does not make a difference. Any character inside the [ ] shall count as a vote.

A voter's ballot is valid only if the voter:

(a) is registered with the Atlasian Secretary of Forum Affairs as a voter of a Southeastern state during the entire time that the poll is open;
(b) makes only a single post in that election thread;
(c) does not edit or delete a post after the next post has been made; and
(d) clearly identifies the contest in which a vote is intended to be applied.

Regular Initiatives require a simple majority to pass; Constitutional Amendments require a two thirds majority to pass.

Southeast House of Representatives Amendment
Article I, Section 9 is amended to read:

9. Should the Governor vacate his office for any reason, the Lieutenant Governor shall become Governor and may serve out the remainder of the Governor's term. If the Lieutenant Governor should for any reason vacate his position, a special election shall be immediately held to fill the seat for the remainder of the term. If the Governor and the Lieutenant Governor vacate their positions at the same time, a special election shall be held to fill both positions for the remainder of the term. The Speaker of the House shall assume the duties of Governor on a provisional basis until a citizen of the region is elected to hold the position for the remainder of the term.

Inserted after Article I:

Article II: Regional Legislative Authority
1. The legislative power of the Southeast shall be vested in the Southeastern Legislature.
2. The Legislature shall be composed of three members, each of whom shall be registered citizens residing in the Southeast Region.
3. There shall be three Legislators, unless the Legislature shall provide otherwise by Law.
4. The Lieutenant Governor shall be given a casting vote in the Legislature.
5. The Legislature shall have the power to choose its own officers, and judge the qualifications of its members.
6. Elections to the Legislature shall take place on the second to last weekend of January, March, May, July, September, and November.
7. The method of election shall be PR-STV, as specified in Sections 4 to 17 of the Atlasian Proportional Representation Act (F.L. 21-2), unless the Assembly shall provide otherwise by Law.
8. Vacancies in the Legislature shall be filled in a manner specified by Law, and until such determination is made, by Gubernatorial appointment.

Article III: Legislation
1. Legislation shall be considered by the House of Representatives upon petition by any Legislator, the Governor, or two Southeast citizens.
2. Should the Legislature pass ordinary legislation by a majority vote, then the Governor may sign such legislation into Law, or veto such legislation. A veto may be overturned upon the three-fourths vote of the Legislature.
3. If the Governor takes no action on legislation passed by the Legislature for seven days, then it shall become Law.
4. By petition of three citizens within seven days of the enacting of a Law, that Law may be put to a referendum.

All subsequent articles shall be renumbered accordingly.

Suck it Pacific Act of 2010
Effective March-1-2010,
 1. Anyone convicted of a violent crime, or given a life sentence, for whatever reason shall have the option to be bused to Arizona, with full expenses paid for the trip so long as the convict agrees to stay in the Pacific region.
 2. Any and all money used to fund this act shall only come from the interest paid back to the Region from the SE Tax Amnesty act.

Tax Evasion Penalty Act A
Effective Jan-1-11 ,
 1.Any person which has previously failed to duly report taxes owed the Southeast region on any taxes levied by the Region who failed to apply for tax amnesty can receive up to a year in prison depending on the amount owed and shall be required to complete 4 hours comunity service a week until the entirety of they're debt to the region is payed.
 2. Any business, corporation or other entity which has failed to duly report taxes owed the Southeast region on any taxes levied by the Region who failed to apply for tax amnesty shall be fined the amount owed with a 8% interest.

Tax Evasion Penalty Act B
1. The maximum penalty for failure to duly report taxes levied by the Southeast Region shall be imprisonment for one year and community service thereafter until the taxes are repaid along with 8% interest.
2. This legislation shall take effect on January 1, 2011.
3. Applicants for tax amnesty shall be exempt from the terms of this legislation.
