The only two candidates I've heard taken seriously are Frazier and Sias.

And typically, in uphill districts like CD-7, having a seriously divided primary is less than helpful.  Although, in some cases, it can raise the profile of the race, sort of how Obama fighting tooth and nail in Indiana in the primary greatly aided his general election organizational efforts, while McCain didn't have a presence in the state until late in the game.  However, in the case of facing an incumbent already moderately entrenched in his district that favors Democrats, I see this primary between Sias and Frazier as one of their biggest liabilities at being competitive in this seat.

Sias isn't serious. He can barely speak and as a DC candidate, can't even raise money. He has nothing to offer except being a democrat in 2008

Are you trying to sarcastically suggest he was supporting Democrats in 2008 or that he was registered Democrat or what?

My Prediction Sad

Frazier (R) : 51%
Perlmutter (D) : 47%

And In case nobody knows this, I'm a supporter of All black republicans running for office.
