The South Carolina State Legislature, GOP dominated, has censured US Senator Linsey Graham for the second time in three months, one of the most conservative Senators in Washington, for working with the Democrats on cap-and-trade legislation.

Good. Graham is one of the worst GOPers in the Senate.

He's definitely not "one of the most conservative Senators in Washington".

I think it has to do with how politicians are perceived on the issues. Perception seems to to be built from a relatively small number of positions on issues that attract a lot of media attention. A few such issues can drown out a large and complete record that otherwise would mirror the expected party positions.

Graham's overall record may be as conservative as anyone, but on the immigration bill and cap and trade, he was willing to take a compromise position based on negotiation with Dems. Both these bills made headlines and Graham then is associated with those positions, regardless of his positions on other issues.

This is the danger for senior legislators who take an interest in crafting good policy, particularly for those in the minority party. To be sincere at working on policy that can pass means a willingness to work towards a compromise with the other side. If a member isn't willing to sign onto a agreement they negotiated, then why would anyone want to work with that member in the future? The same principles that apply to labor-management negotiations, apply to legislative negotiations as well.

If the SC legislature has a problem with elected officials in office in SC, they should be impeaching Governor Sanford for misusing public funds to finance his affiar, not going after Graham because they disagree with his voting record.

Conservatives should've loved Graham and the Gang of 14.  It helped get Bush's nominees passed.  And Frist was wrong about the legality of the nuclear option.

It's stuff like this that makes me hate parts of the Republican Party, specifically the ultra-conservative wing.
