Actually, rather neutral. I think he tries his best to live up to his typecasting as Big Bad Russian Red, but I also think he's entirely a paper tiger and seeks no real conflict with the U.S.

I agree with you on this. However, I still think he's a HP because he is restricting democracy and human rights in Russia and often orders the murdering or imprisonment of opposition journalists and politicians. He is essentially a dictator, since he is the only rational (non-extreme choice) on the ballot in Russia, with the exception of Western-leaning pro-democracy fringe parties (like Yabloko).

I would not say that. I live too close to Russia, not in other part of world, to have a luxury to underestimate them.
