To be honest, I think it's much too subjective for any real set of international rules.

There are countries that shouldn't have access to nuclear technology. Why? Because I don't feel comfortable with it.

(I realize this isn't fair or sensible....but I can't think of any way to come up with rules that everyone would recognize as just.)
