Differences in UK and English composition of Parliament

Suppose either of the following occurs after the 2010 election.

1) Labour has a majority in the overall Parliament, but not amongst the English MPs

2) The Conservatives have a majority amongst English MPs, but not in the overall Parliament.

(It probably would require a complete collapse of the Liberal Democrats for both 1 and 2 to both be true.)

What effect would such a circumstance have on the West Lothian question?

1 is already happening. The Tories have demanded exclusions for Scottish MPs on devolved issues.

The Conservatives take half a minute to completely reverse all their ever-stated positions on Scottish Independence, of course.
