Hayes was naive in thinking that the so-called better sort, the distinguished southern gentlement and officers would after coming to power protect blacks and gurantee them there right to vote. He was throughly outraged and he felt betrayed that this didn't happen. Had his opponent won the election, it is unlikely that he would have done any better for blacks, in fact I beleive Tilden was an outright racist and so Hayes was the lesser of two evils.

He did start the Civil Service Reform movement which was needed after the scandals of Grants term. I would give  him an FF for doing that.

Probably the worst of the presidents between Johnson and the end of the 19th century.  Which isn't to say that I think that he was a horrible person.  However, I can think of at least one positive thing to say about the presidencies of Grant, Garfield, Arthur, Cleveland, and even McKinley, but I can't about Hayes or little Harrison.

The biggest thing that stands out about him is his mediocracy. The only mentionable thing that made me give him and FF is he kick started the Civil Service reform movement and for the first time made Corruption an issue which has up untill then been ignored.
