I have a feeling it was Dean (though he had significant help from Chuck Schumer's DSCC, as well as the Obama campaign during the latter part of his tenure)

Howard Dean, obviously.  And I would have preferred it if President Obama had kept him as DNC Chair instead of selecting Tim Kaine (not that there is anything wrong with Kaine per se).

If you take $ raised and divide by races won, that means that if Dean raised less, he looks better!
