I was wondering when this would be as well but it turns out it actually isn't the State of the Union; it's the "budget address" if Obama chooses to give one. I'm sure he will. I'm guessing it will be before March.

There's no State of the Union Address in years when a new President has been inaugurated. I suppose the idea is that the Inaugural Address will have covered the same ground.
