What if he won in 2006, what would be different? He would be quite the RINO probably, Maryland is no Maine or Pennsylvania.

Why would he run, anyway? His senate seat would be up in the same year. 2012 that is.

Risk of losing a seat which is up for reelection is a reason which was, is and will be keeping potential candidates from running.

That's, for example, why Reubin Askew, despite being a potential frontrunner in 1976, did not run due to Florida's "resing-to-run" law.
