No, that doesn't mean anything.  If Drudge knew it was Biden, he would just come out and say so.  This is just standard Drudge operating procedure to run that kind of teaser photo of one of the likely prospects.  He did it the other day with Sebelius.

Drudge does pictures like that all the time.  The picture is just because Biden is the press favorite at the moment.
