Umm you do realize the reason why most of the people (especially in areas like the lower 9th ward) who didn't evacuate were those who didn't have the resources and/or ability to do so.

I realize that some did not have the resources, but that many more couldn't be moved due to disability or decided they wanted to stay.

Ray Naggin had hundreds of buses that he refused to use because he was too worried about figuring out which hotel room at which hotel to put everybody instead of just loading up the buses and getting everybody out of htere.
