How did he get 13% if it's strictly proportional while above 15%?  I could understand if it were by CD - but I can't figure this out.

The 15% is for an individual caucus location. The 13% is the vote percentage statewide. For example, if there are 100 caucus sites, and he got 20% at 50 of them, assuming they're of equal size, he'd get 10% of the vote.
