SO,the libertarian party litmus test should be-

-Balenced Budget
-Oppose Excesses in the War on Terrorism
-Support the Seperation of Church and State relative to the general public

The Democratic party should be

-Balanced Budget (though not necessarily small)
-Oppose wars against emotions or nouns derived from emotions in general
-Support the separation of Church and State period
-Support sustainable development as to avoid major catastrophes and shortages in the short and long term
-Equality and generally blind to differences regarding race, religion, sex, or sexuality
-Support policies that optimize economic potential in individuals such as health care for all, educational opportunities for all, and top notch infrastructure

This would leave the Republican party to be (which it pretty much is)

-Unbalanced budget with bloated military spending using borrowed money that weighs down our currency.
-Supports wars on emotions and people different from you and insists upon impressing your way of life on them even if it means they get pissed, start bombing you, and you have to start another war with them
-Blind patriotism
-Equality as a fetus but "fend for yourself" once born.
-Kill people who commit crimes, especially brown ones.
-Let infrastructure crumble and that which you do replace is funded by borrowing money from future generations.  Tax cuts are more important than modern, efficient means to get your ideas and products to the market. 
-Put policies in place that support corporations over individual entrepreneurship and enterprise, where government policy and funding goes to the highest bidder.
-Put short term economic gain ahead of long term stability by using resources inefficiently and using mostly non-renewable resources while paying lip service to major environmental problems facing us.
-Don't necessarily encourage, but certainly don't discourage the racists and bigots that make up a significant voting bloc of your party.  After all, if they're stupid enough to hate others for their skin color, they're probably stupid enough to put a blindfold on and do what you tell them.

You missed a few for the GOP:

- Oppose letting people you don't like marry, while bemoaning how no one "wants to marry anymore." - Support Civil Liberties erroding legislation such as the Patriot Act, Military Commissions Act, warrant-less wiretapping, torture, and more while claiming our enemies hate us "for our freedom."
- Claim that government never gets anything right.. Then come out in favor of the above (and more).

Now that Democrats are in power, it is wholly unrealistic to assume they will be a pro-balanced budget party.

If there's one thing history has shown, it's that only the opposition is interested in such things, because balanced budgets cut down on valuable member-reelecting pork.
