For the missing years, i think 1922 has Nosferatu which i definitely need to watch and 1930 has All Quiet on the Western Front, and 1934 It Happened One Night. For 1945 i'm less sure, i guess The Lost Weekend and Brief Encounter might be the most famous films from that year (?). Les enfants du paradis and Roma, citta aperta also seem potentially films i could like but haven't seen any of those.

Replacing the shorts with long feature films seems to be harder, tho for 1964 it's because it's that good. Otherwise i would've picked Dr. Strangelove there i guess.

The more recent you go, the more choice i have and also more films from foreign countries i've seen. 2000s i also think wasn't a great decade for American films, only Sin City made it in... . I don't think American cinema has really fully recovered due to the focus on blockbusters, tho A24 and some of the better foreign films have an easier time now making it into the American film market. But the 1990s were better for American cinema.
