I did a search for both "RonPaul08" and "WiseGuy" on the voter list and absolutely nothing came up, so I assumed he wasn't registered.

It's not my fault that his registration is utterly unlinked to his account on this forum in every way.

Actually, it is. You maintain the voter roll; it's your fault if you keep his registration under some hard-to-find name. I used the original usernames even when they weren't the name I usually thought of these people by.
